I found a mole looking growth on my dog, should I take him to the vet? - dog bloody skin tag

I have a moon like thing, the back leg. I tried to get an overview, but my dog is very sensitive, my mother would hold so he could see. It looks like a label mole that is large enough, a white-brown with a bit of [the surrounding skin is] too light, but around the base of the pier is very red and irritated, maybe a little blood. My dog is restless and does not seem as if I had to be in this area.
